It may only be used to manipulate up to 9.92 square meters of matter. When used the personnel using the item is to be watched by 2 armed guards in the event that they deviate from the original term's in a way that is dangerous, or harms the CSI. Item is only to be used by personnel who have been in the CSI for 3+ years and who have passed a standard psychological evaluation. The item may not be used for more than 10 minutes at a time with 2-4 hour intervals between uses.

Report

The item is to be stored in a 10m by 10m room made of superimposing layers of concrete and metal in the Medium security containment sector of the facility it is housed in. Entrance to the objects room requires Delta-level authorization. This object is to be guarded by 2 armed personnel who have passed a standard psychological evaluation. The containment chamber of the item is to be checked on a monthly basis for any form of decay.

The item is what appears to be a mid-60's rotary telephone that is a notably dark shade of red. And shows no signs of wear and and is found to me moderately durable to modern forms of weaponry. The item maintains a constant temperature of 84.2 degrees. When used a male with a smooth voice presumably in his early to mid-20's will answer the phone, at this point the subject oftenly report's feeling noticeably colder, the same voice will always answer the phone regardless of the number that was entered.

It is reported in 9/10 cases the voice will offer to do them a "favor" in return for a portion of their "soul", once the personel makes their request the phone will either hang up or go on hold, during this time the requested action will take place, after it is complete the phone will ring, and when answered the same voice from before will return informing the user that the deal has been done, at this time the user will feel ill, the degree to how severe it is depends on the scale of the favor the user requested. In the case that it is used to effect a human or multiple humans the degree of the detrimental effect's appear's to multiply by at least 10.

Extended use of the item is found to either kill, or irreversibly harm the user in some way, it has been found that using the item also takes a significant drain on the user's stamina, adding the need for breaks to be taken in between uses, whether or not this is intentional as to make the item less usable is unclear.

When asked the voice on the phone will identify itself as "The Devil", and will refer to the phone itself as the "direct line" to his office in hell. Numerous attempts at interviews were made and only 2 so far have been successful. The personality of the voice has been described as "unethical" and "evil" by the personnel who have used it. 1/10 times it is used the voice will simply laugh and then hang up, 10 seconds after this occurs the personel who used it will start to suffer from severe internal bleeding in vital organs, autopsies on the body's show that there organs appear to have been cut by a knife. During regular use the voice will try it's best to misinterpret the request in a way that is detrimental to its user. It is currently unknown whether or not the the entity is hostile towards the CSI or not.
