Usage
As ordered, the use of any of the Items under the name "The Little Filmmaker" need the authorization of two Beta personnel. The three Items are to be handled by one person. Under no circumstances should any of the three components be used against (Insurgent -optional) personnel.
Only the "Camera" component may be removed from Base-01's premises. Usage will only be permitted if the Target can be recorded without any risk to the Item Handler or the Item. Should there be any uncertainty to the user's safety, permission will be denied.
Each component of "The Little Filmmaker" must be stored in separate vaults at Base-01 inside a unit with CCTV surveillance. Two guards who are unaware of the Item are to be posted outside the entrance.
Major Update : Following the ██/██/2007 Incident involving Dr. Combs and Shanalick, Item usage has been suspended by High Commander ██████ ███████. For more information, consult Appendix-B5.
Report
"The Little Filmmaker" is a set of three items, respectively composed of a film camera manufactured in the 1910's, a damaged printer from 1920 and a 90-page manuscript of a screenplay. Close evaluation states that the components are handmade. The Item was formerly in the possession of a deceased anomalous artist, potentially the creator, who was active during 1930.
Subjects recorded by the camera for 30 seconds will have a "trailer" about themselves produced by the film reel, with the trailer lasting a runtime of roughly 90 seconds. The trailers possess sound and full technicolor.
The trailers can be used to gain information on the subject. When one is made, the printer automatically begins to produce a movie poster based on it. Each poster will always contain a picture of the subject, as well as their real name, stage name, and occasionally an "Upcoming Date" which can point to the actual date of the subject's death.
The screenplay changes every time a subject is filmed. The manuscript tells a story about the subject using highly sensitive, personal details. Sometimes, "adaptations" of their lives are used within the document. Quotes from the Screenplay are subject to change to correspond with the new "adaptation", thus rendering unfruitful any attempts to archive a subject's story.

Incident Report : ██/██/2007
Involved Personnel: Dr. Combs, Agent Wyatt, Agent Benton, Agent Davico
Involved Item: Shanalick
The Implied Personnel were in a transport truck thaumaturgic reinforcement to prevent any attack, going to Research Central Base: Four. According to Shanalick, they were on a deserted highway at approximately 03:00 am when an other car come right in front of them and hit them directly.
The truck is knocked over by the impact and slightly damaged. Agent Davico, who was driving, died from the impact by a head fracture, the other personnel isn't hurt but mostly rattled. Shanalick is the first to get up and she directly go out of the truck while generating green level hallucination. She declared seeing no one during this moment. Dr. Combs stay in the truck while Agent Wyatt and Agent Benton emerge from the truck.
Agent Wyatt is shot down by a man behind him, Agent Benton turn around and opened fire on the person before getting killed. Shanalick described the man as wearing "flat cap" and "not responding" to the hallucination she generated.
After five minutes without any reaction from the person, he "disappeared slowly in the dark" and Dr. Combs was dead with six (6) gun wounds in the head. Agent Wyatt awake, slowly and injured, he called the Base-04 to warn from the incident.
The message below as been sent to all Alpha personnel and selected Beta personnel, following-up the Incident described in Appendix-B5.
MESSAGE FROM : High Commander ██████ ███████
You may think that the order I've made regarding the death of Dr. Combs is illogical. You may think that the murder of Edward Combs have no bond with the three Items named The Little Filmmaker and if I was in your position I would certainly think like you and that's why I'll explain to you all the reasons behind my choice.
During 1938, while the Insurgency was still under the direction of the SCP Foundation, they was in the Colorado, USA, a many murdered recense and all link to an anartist named "The Little Filmmaker" — a smoke addict and disturbed person with delusion of grandeur. He used this Camera, this Printer and this Screenplay to play with his victims before killing them with non-anomalous weapon. In only one week he killed approximately forty peoples, so at the time one O5 decided to send a little team from the Insurgency to put this man to death.
The team was lead by the Agent Warren Maxwell — who would later become a senior administrating officer of the Chaos Insurgency after the scission — because he was one of the favorite Agent of the same O5. The Little Filmmaker was just a man, the first bullet going right in his made of yell out of pain and the last one shattering a small hole in his skull just killed him.
His tools were taken and was later on used by the Insurgency for the SCP Foundation interest and ultimately, they were used to help during the scission. After a time and during 1980, I've ordered to moved the three Items to the Overwatch Central Base: One with the approval of the other because there anomalous, if used against use, could bring use to high risk.
And during 1980 until now, I've initiated research upon The Little Filmmaker — the Items and the person — and at the head of those research was Dr. Combs, he and his team discovered that the person was linking to major entity during the time he was active, they discovered many things about him, some making non-sens. And for the Items, they discovered mostly nothing for the exception of one day when the Screenplay changed. They were two issue here, the first was that the Camera wasn't being used for one all month when it happen and the second was that the main character was Dr. Combs.
The last things you shall known is that Edward Combs was supposed to be immortal because of his loyalty but most importantly his presence in the research of significantly important and also classified Items that you shall already known with your designation. Yet, he is clinically dead.
With this story said, I hope you understand my reaction to the incident. The killer may have absolutely no link with The Little Filmmaker but I prefer not to take any risk and avoiding the loose of one of his former tool.
